A Republican-led bill to bar transgender girls from competing on girls and women’s elementary and secondary school sports teams in Minnesota was hotly debated on the state House floor Monday before failing to pass.

The measures that were approved include creating an incentive program for state agencies to save money and prohibiting organizations that get state funding from spending those dollars on political causes.
