Almost a year later on Feb. 4, Burnsville Mayor Elizabeth Kautz signed a proclamation establishing Feb. 18 as Public Safety Memorial Day in the city, according to a press release. Three wreaths, in honor of Elmstrand, Ruge and Finseth, will be on display at City Hall for the day.
